- Evaluation of local environmental carrying capacities for dive-tourism and coastal ecotourism
- Limitations to new registrations of dive businesses in a given region
- Limitations of numbers of divers per site per time unit
- Limitations of numbers of divers per dive group
- Increased number and improved quality of mooring buoys at dive sites
- Increased number and improved quality of piers for dive boats
- Increased frequency of coastal and underwater clean-up activities
- Provision of boats for clean-up activities by Thai authorities
- Awareness raising with snorkelling operators as well as snorkelers

- General trainings and development of information material about standards for ecotourism
- Development of information material to tourists about marine and coastal ecology and eco-friendly diving in particular
- Local semestral stakeholder meetings: dive-business, communities, NGOs
- Good governance workshops to government authorities
- Translation of laws, rules, and regulations related to coastal and marine tourism, conservation and stakeholder co-management
- Semestral meetings between Dive-Business Sector, TAT and National Park Authority
- TAT staff exposure to every-day dive-business operations
- Two officers each from a different Thai authorities to accompany dive boats for one year on regular basis to evaluate the situation (fishing encroachment) first-hand
